We have had two failures of the ELog + History system.  The ELog error is
a
 red screen, saying that it isn't available.  The History system error was
 "Internal history error 702".  KO told us how to recover from this:

 Start a new shell on midtwist;

 cd online/bin
 ./restart_mhttpd

 It will tell you to wait a while.  Believe it!  Once it gives you a new
 prompt in the shell window, the ELog is back up.

 Note that we still had the archival history info after the first
 crash/restart, but it disappeared after the second one.  By the way, the
 reason we didn't put a message into the ELog after the first failure is
that
 the second failure occurred just when we tried to submit the message.
