Old STR format refers to the way STRs used to be read in by MOFIA, which was: angle,TDCchannels,distance to track (projected on z-axis).
DTT format is the drift time table format which GEANT reads in, and MOFIA does too (now).

*1: Only for angle of 0 degrees.
*2: Angles: 0,5,10,...,60 degrees.
*3: Done with a finer division between adjacent tracks.
*4: Angles: 0,1,2,...,89 degrees
*5: This is the drift time file that is distributed with GEANT, with the change that "C"s have been added at the beggining of the header lines to accomodate the way that MOFIA reads the files in.

Note that many of the dcmc STR files are now obsolete since the dc_str files are in the same format now.
